RAS The server service is not started

Hi there,
I have server Windows 2003 with ISA server.All patches,includin
isahf255.exe and isasp1.exe,have been installed.(All patches to W200
up to 03/18/03 as well).
I can't configure RAS since I get message:
"The connection attempt failed"
"The Server service is not started"
Checking the services I see ISA and RAS running.
Could someone help with this issue ?

What are the event logs you are seeing in the Event Viewer?
Please send them across.
