Radeon HD2600 AGP and it's Two Power Plugs

The question is, I only have one 4pin power plug available for the
card. What would be the effect if I only used one? The fan seems to
draw power from the motherboard so it's not that.

First of One

One of three things may happen:

1) You get a warning at startup telling you to plug in the other connector.
The card will then either hang or run at a reduced speed.

2) Same symptoms as 1), but with no warning.

If 1) or 2) happens, use a splitter like this one to plug in both
connectors: http://www.newegg.com/Product/Product.aspx?Item=N82E16812189062

3) The card will attempt to draw all its power from one connector and move
along happily. This may theoretically exceed the current capacity on the
connector (4A according to XBitLabs), but is no different than using a
splitter.
