Radeon 7000 and Win98SE

I can't get my 7000 AGP to work with Win 98SE. It hangs on startup, leaving
me with a black screen and a frozen cursor. Apparently my OS needs some
driver updates. The card works reasonably well with Win ME.
Some facts;
450 megahertz AMD K6-2 w/3DNow!
64 kilobyte primary memory cache
512 kilobyte secondary memory cache
Board: ASUSTeK Computer INC. P5A REV 1.XX
Bus Clock: 100 megahertz
BIOS: Award Software, Inc. 4.51PG 07/16/99

Any ideas?

Is this a new install of Windoze or a video card replacement? Can you boot
into safe mode, F8 key during start up? Does it hang before showing the
POST screen indicating a card not seated perhaps?
