Quotes appear twice

Since one or two weeks I get two quotes (single or double) whenever I press
the quote key (e.g. doesn't appears as doesn''t). This seems to be happening
in all applications.

I switched back to English (United States) from United States-international,
but this doesn't seem to make any difference.

I am using Windows XP Home Addition, fully up to date AFAIK.

What could be wrong?

Select a United States - International keyboard in the Control Panel.
