Quick Question regarding Primary Partitions

I was on Microsofts site and I found this article about the differences
between primary and extended partitions. Microsoft says that a primary
partition can be accessed directly for file storage, but that extended
partitions can't. At first I tought that they meant that you could not
load an OS from an extended partition, but I'm almost certain you can.
What does this mean "not accessed directly"??? Or does it mean that you
have to create a logical drive in the extended partition before it is
able to be accessed. Here are the definitons of the two partition types
by Microsoft. Any help on this will be greatly appreicated. I

Primary partitions
Drive sections that you can access directly for file storage. Each
physical drive can have up to four primary partitions. You make a
primary partition accessible to users by creating a file system on it.

Extended partitions
Unlike primary partitions, you can't access these directly. Instead,
you can configure extended partitions with one or more logical drives
that are used to store files. Being able to divide extended partitions
into logical drives allows you to divide a physical drive into more
than four sections.
