Quick Launch errors

When I try to open programs like explorer, media player, and Word from Quick
Launch, I get an error that says "Windows cannot access the specified device,
path, or file. You may not have the appropriate permissions to access them."
If I move the icons to the desktop, they work fine. If I put them back on
the Quick Launch, I get the same error. I have full administrator rights.
The system has all the updates. I restored the system to an earlier date and
the problem still exists.

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.

If I am logged onto our network domain I get this error. If I log onto to
the computer as a stand alone the Quick Launch works fine. I am an
administrator under both log ins. User rights are the same for both user log
ins.
