Question about TV tuners

Hello,

I was wondering if it's possible to capture stills or videos from the
TV/VCR using a TV tuner *without* it being connected to a PC. Like,
can you hook the TV tuner to the TV, capture what you want, and then
hook the TV tuner to the PC to save and view what you captured? Is
there any such way to use a TV tuner, or am I just dreaming?
