Question about FileSystemWatcher

Is there any way (Using the FileSystemWatcher) to prevent the deletion
of a certain file (or

folder), i.e to cancel the delete process before it begins.
Or atleast to recreate the deleted file by taking a copy of it before
the deletion process and

paste the copy again in the same location?

AFAIK, the Filesystemwatcher only intimates you of system events. To plug
into a system event you would have to have intergrated into the shell.

Sysinternals has a tools that does something similar, but it is in C. Take a
