Query Sort

I have a query that is based on table/form that in one of
the text boxes I have listed 3 individuals' names only
separating them by a comma in some instances but only 1 of
the individual's name may appear in another part of the
table.

When I do my report, I generate it from the query but I
want the report to separate and group the individuals on a
separate report.

Responsible Persons: John Doe, Jane Doe, Joe Doe

Report (How I want it separated):

Responsibility: John Doe
Responsibility: John Doe and Jane Doe
Responsibility: Jane Doe and Joe Doe

Explanation:

I want John Doe to be listed with 2 items for his name as
well as list Jane Doe's name on his sheet.

I want Jane Doe to be listed with 2 items for her name as
well as have John Doe's name on her sheet.

I want Joe Doe to have only 1 item listed for his name.

Can anyone help me with this grouping/sorting?

Any help is greatly appreciated.

I don't see a pattern that we could describe to Access. You have John Doe
by himself, but Jane isn't -- how do you (or Access) know to do it this way?
