What will happen if I turn off the QoS Packet Scheduler?

I want to try this as I have been told that it may
resolve the lack of audio issue that myself and my
brother have when using MSN instant messaging with our
web cams. I have tried absolutely everything else, and
so has my brother who has the same computer set up I
have: ie. Windows XP Home, MSN Messenger, logitech
QuickCam Pro4000. I am in Canada using a cable
connection and my brother is in the UK using dial up.

The video comes through perfectly but there is no sound
whatsover for either of us.

We have both disabled the firewall, updated all software
and have all the Windows XP fixes upto date too.
