Q831167 has not passed Windows Logo testing

OK, I downloaded the Q831167 patch to see if I can get IE
to connect again to https sites (Netscape still works).
When I launch the patch, I get the message "The software
you are installing has not passed Windows Logo testing ...
This software will not be installed." This seems pretty
odd since the software comes from Microsoft itself. What
gives?

Try the instructions at the link below and see if this helps:

Also, uninstall the Q831167 first from the Add/Remove in the Control Panel ,
then reinstall after reinstalling of IE. Read the instructions of how to
Uninstall IE too, as there may be some steps you have missed.
