[Q] "Internet Connection Properties"?

Env: Windows XP Pro, SP1

Can someone explain to me what the purpose of the network connection
"Internet Connection Properties" is? It never used to be there under
earlier versions of Windows and I am at a loss to understand why
Windows believes that it needs to open:

msmgs 11556 TCP
msmgs 15043 UDP
msmgs 16466 UDP

This is no standard entry in the Network Connections. I am sure that
you can safely delete it. (If something goes wrong afterwards, use the
System Restore to undo this.)
