publishing frames

I am trying to publish my website and to the best of my abilities, I have
done that. When I am in Frontpage, the website looks just as I want it to,
however, once it's published, my website has no frames. I have already made
sure in Frontpage to make sure to allow frames in browser. What am I doing
wrong?
