PS2 mouse disabled when usb mouse plugged in at bootup

If my usb mouse is plugged in at bootup ps2 mouse is disabled (we actually
have a touch screen connected at ps2 mouse port). In device manager it says
"This device cannot start (code 10)". If no usb mouse at bootup then
everything works normal. To further confuse me, if a usb mouse AND a usb
keyboard at bootup then everything works normal. Thanks for any helpful
thoughts.

Forgot to mention there are no BIOS settings for this and this was not a
problem with a previous image that we have been using for a year. I wonder if
I am on that show Punked hosted by Bill Gates. I'll go look for hidden
cameras.
