Protecting DRM Licenses on upgrade

I want to do a clean W98 to XP upgrade, i.e. starting
with a blank hard drive and copying required existing
files onto the new drive. Can I protect my existing DRM
licenses to ensure I can still access my music when I
copy the files to the new drive.

Also is there a way of upgrading CPU/Motherboard which
will protect existing DRM licenses?
