Protected Recycle Bin

I use Symantec's Norton System Works 2003. When I go to
the "Norton Protected Recycle Bin", and check to see what
files are in it, and it is empty.
I have checked Properties to make sure all of the
features for saving protected files are correct, but when
I check on it again, it is still empty
Can anyone lend me a hand on this one?

right click on your recycle bin and choose unerase wizard
and have it fine all files thats what is protected and it
says what progamr trashed them. if you choose to empty
norton protected files it will promt to conferm

I have tried that, and it still comes up empty.
I have even tried uninstalling System Works and
reinstalling it, and it still doesn't show anything.
Is it possibble that the pathway to that site is being
misrouted to another site?
Any help appreciated.
