I want to distribute my training material presentation as an MHTML file, but
if I save the presentation this way I lose the security settings. I do not
want the file to be able to be modified once I have distributed it. At
present it is possible to open the archive in Powerpoint and edit my slides.
Is there a way of protecting the contect of MHTML files so that this cannot
happen.

You might want to look here Password protect a presentation

Not that I'm aware.

You could use images of your slides -- those would be at least more
difficult for someone to edit.

To do that, you'd use File/Save as and select PNG from the "as type"
drop-down. Then you'd import those images into a new blank presentation
using the PhotoAlbum feature or another batch import option. Then save that
as the MHT file.
