Protect Form option not available

I'm trying to create a template with drop down box form sections. Everything
looks fine, but I cannot protect the document. The 'yes' to begin protection
is not selectable nor is the 'lock' icon in the forms toolbar. What have I
overlooked?

I'm not sure what you missed, Belle, but perhaps you'll find some helpful

Often things are grayed out because you've got something selected (or not
selected).
