protect footer

please im using office 2007 & the teching data not enough for me to
understand how can i do the following so please help:
i need make a template for our company that just protect header & footer
from any edit ( add or delete or change ) any thing in both of them, but i
want the whole dcument just normal using every thing as usual.

please some one help me.

What you ask is not possible. Any document you allow someone to see can be
edited. You can merely make it a little more difficult to do so. Use
training would make a lot more sense.
