Protect Document

I am designing a word form. I can click on the padlock (forms toolbar) to
protect my form. However, when I navigate to the protect document taskpane,
from the tools menu, the options for formatting restrictions, editing
restrictions, and Yes, start Enforcing protection options are grayed out.

Any suggestions would be appreciated,

Are they still grayed out after you have checked the box for "Allow only
this type of editing..."
