prohibit user from changing desktop shortcuts

Hello,

I have a windows 2000 domain.

I also have windows 2000 profesional workstations and users who have a group
policy applied to them.

With that policy they have their desktops redirected to a shared folder.

I would like to prevent users from changing their desktops.

The share is full control for everyone, but at the filesystem the
permissions are write for administrators and read-only for everyone.

The problem is that each user can delete a shortcut from their desktop and
the shortcut is also deleted from the share, although this should not be
possible.

How could I prevent that from happening?

I tried myself on another non-desktop folder and it seemed to work...
(everyone full on the share; administrators full, users or everyone
read-only on actual folder)

You could check that file/folder permission inheritance is not
interrupted somewhere, server side: sometimes the folder may have the
correct permissions, but its files will have different ones.

Permissions work fine for other shares.

The problem is only for the desktop share. Apparently each user has rights
to write on his own desktop although this desktop is taken from the network.
