Programs listed in start menu

Is there a restriction on the number of programs that
will be listed in the "all programs of the start menu"?
Can it be changed? I have 3 full columns of programs
listed across the page. No new programs I install will
show in this menu leading one to believe the "all
programs" menu is full even though the programs are
installed and run properly.

Not sure, but it is probably restricted by the display space available on
the desktop.
You can try and customize the Start menu (properties taskbar, advanced
setting) to Scroll Programs, but with 3 three columns that will be a
looooong scroll.
If you can, change the desktop resolution to see if an extra column shows
up.
Seeing you've already got 3 columns accross, maybe it's time to start
organizing your startmenu with additional sub-program groups (maybe by
category) to move your existing program groups/shortcuts into. It will
definitely cut down on the size of the 'initial' All Programs.

Go into your Docs & Settings menu under All Users' Start Menu|All
Programs and create folders in which to organize your shortcuts. Some
suggestions are Utilities, Media Player, CD Games, Browsers . . . you
get the idea. You should be able to create a menu with the second
column less than full.
