What language is your Windows XP? If English, there may be a file that has
made its way onto your computer that has caused the language change in the
Paint menus. You may be seeing the same thing in Wordpad as well.

First set Folder Options> View to show hidden files and folders; to show
contents of system folders and to not hide system files.

Then use Search to look in the Windows folders (and its subfolders) for a
file named "mfc42loc.dll" Check its properties. Most likely it will show a
language that does *not* match yours.

This file tells mfc42.dll what language to use in some dialog and menu
boxes. Installing a program that comes in multiple languages (or installing
an update that is not the same language as the operating system) will
occasionally drop a copy of this file that does not match the user's
language settings. Renaming or deleting the file fixes the problem.

NOTE: My XP installation is quite old (years) and I do not have any copies
of the mfc42loc.dll file on my system. Do NOT rename or move the mfc42.dll
file. That is a normal file and should be left alone.
