programmatically unblock downloaded files

How does one programmatically unblock a downloaded file with access?

Background:
My FE database needs to search through Microsoft Outlook for the latest
email containing the BE. Save it. Unblock it. Rename it. ReLink to it.

I think I have all steps sorted out now. I am just stuck on the Unblocking.

No. I don't have an Outlook problem. My way around that is to rename the
database file before emailing so that it has a txt extention instead of a mdb
extention.

Windows XP SP2 and Windows Vista, by default blocks all files, even txt
files. You have to manually right click the file go to properties, then click
the unblock button.

So is it blocked in Outlook? I run Windows XP SP2 and don't have that problem
with txt files. Outlook 2003 blocks mdb files along with a number of other
extensions.

It's funny, not all Windows xp sp2 computers behave the same.
The majority do seem to block files. This doesn't just apply to attachments.
When you download a file using Internet Explorer again the file gets blocked
until you right click it.
Go to properties, then click the unblock button.

I've never encountered this in XP and wonder if it's third-party
antivirus/security software that's blocking the files. Or maybe it's a
new security feature in Vista.

Either way, there wouldn't seem to be much point in such a feature if
it could be overridden by any old application, so I guess that it will
be necessary to log in as administrator and change the settings (e.g.
so that files of that type are not blocked).
