programmatically change locale (Language for non-Unicode programs)

Hi All

I would like to programmatically (most likely via command line) change
the system locale. The system locale that is found under Control Panel
-> Reional and Language Options -> Advanced -> Language for non-Unicode
programs.

Is there a tool or program out there that can help with my current
situation?
