Program not running under other accts

Running winXP SP2 on a Dell. Loaded Spybot, for example, under one admin
account. When I switched users, second admin acct, Spybot was not running.
How can I set this up to have this or other programs running on all accts?
I'm sure this has been asked before, but I could not locate the answer.
