Program grabbed 'Ctrl + spacebar' for shortcut key

A friend downloaded a program to his computer which uses Ctrl +
spacebar for a shortcut key (to open it) and now a program (which does
use this key combo) doesn't respond to the combo. Instead, when you
enter it, a new window opens for the downloaded program.

He is Chinese and changed the language setting to Chinese (through
Control Panel, I believe) and am wondering if this has something to do
with it. He can change it back to English.

In Windows Help and Support, it says not to assign certain keys for
keyboard shortcuts to open a program (and the spacebar is one of
them).

I am guessing that this can be corrected in the Registry, but I've
never used Regedit and am a newbie in this area.

Hope someone can help :)

Look for a shortcut installed with the app that opens the program.
Rightclick that icon, and see the Properties for the shortcut key setting,
and change it there.
