Problems with XP Pro privacy

I've programmed my securities to advice me when Active X or Cookies are going to be placed on my computer, just to see how often this occurs. Its overwhelming. But, if and when I refused such the windows keep popping up to accept this or that, however, in Google.com I get a full page ad to download a "spy program" and it is just that...spyware. I cannot get out of the window without shutting down my computer manually. Then, I run everything to be sure nothing has been placed on my computer. I have "Prevent Pop-ups" checked, as well. Why doesn't XP Pro prevent popup ads, regardless?

Web browsers can prevent the popup windows (IE included).

Your firewall or anti-spyware should be able to block windows

Your antivirus and / or antispam might also have this functionality.

All are activated. The Google pop up was porn sites and I wasn't in
Google.com!!
