Problems when rebooting !

I just replaced my MB with an Asus A7N8X-Deluxe V 2.0 and an AMD
2000+. I got ride of most of the problems except one.

When I push the power off button, it shuts down, but when I power back
up it starts for 4-5 seconds then shuts down again ? If I disconnect
the power, wait for the green light on the MB to go out, then try
again, it works normally.

Is it the USB wake up jumpers, 12,34,56 or are I missing something ?
I tried the PWR button - Soft-Off or Suspend but still the same.

When you have finished your Windows session, how do you turn off your
computer ?
I am a little confused because when I am finished using the computer I just
click on START then TURN OFF COMPUTER then TURN OFF and the sucker turns
itself off till the next time I want it.

Using Win 2K - Shutdown, Shutdown, then the computer turns off. But,
next time I start up, the problem remains unless I unplug the power
cord until the green light goes out.
I am a little confused because when I am finished using the computer I just

Tried Win 98SE, same thing, that's why I think it may be in a suspend
/ wake up mode or something ?
