problems installing windows xp on new hdd

Hello,

I spent 6 hours trying to get windows xp installed on a new hdd. I will list
the steps i preformed:

Installed hdd
put in win xp cd so it could boot from disk
chose option to format disk
next chose to create partition of the who disk (80gb)
chose option to install win xp on the created partiton (C:)

The problem i am having is it copies the installation files to the hdd and
then preforms a reboot. When it reboots the computer does not do anything. It
is just a black screen. I then tried to reformat the disk and try again. I
got the same results. I reformatted through the windows option. I got the
same results with a black screen. I tried installing it on a different
windows xp cd rom disk but it did not work. I am guessing this is a problem
with a hard drive, but im here to determine if it is or something i have done
wrong. The jumpers were set correctly on the hdd.

One thing that is strange is that i cannot access the cmos. It is a gateway
computer and usually it displays a gateway screen before the windows screen.
If anyone knows what key combination to access the bios it would be greatly
appreciated.

Did you make sure your bios recognizes your new hdd. and if so, whats the
boot priority? It should be 1) Floppy 2) CD-ROM 3)Hard Drive or
something of the sort, but make sure the hdd is last.
