Problems installing patch for the Blaster Worm. 823980 !

I am trying to apply the Microsoft Patch to a Windows XP- Home machine.
Having downloaded the file, when I try to install it I get the following
Error

KB823980 Setup Error
(Setup could not verify the integrity of the file Update.inf. Make sure
the Cryptographic service is running on this computer.)

I have looked at the running services and a cryptographic service appears to
be pressent and running ?

This machine has another symptom which may be related.
Internet Explorer can't access any secure sites such as hotmail this fails
after the login screen. All the obvious IE settings seem ok.
