Problems formatting external HDD

I've got an external hard drive that I'm trying to format or convert to
NTFS and it doesn't work. Trying to directly format results in the error
message "format did not complete." Trying to convert results in an error
"cannot create the elementary file system structures" and while the file
system conversion continues, when it finally finishes, it gives an error
stating that the conversion failed.

This is a SATA drive in an external case using a USB->SATA adapter. The
drive is about 225 Gigabytes in size. Using fat32format I'm able to
format the entire drive as fat32, but I can't convert it or format it as
NTFS.

Disregard. It looks like deleting and re-creating the partition,
disconnecting and power-cycling the drive, then reconnecting allowed
me to convert the file system.
