Problems downloading since upgrading...

I just upgraded to Win200Pro last week. Now I seem to be having
problems with downloading exe files. I usually download to the
desktop, but even though the download window said completed, the icon
resembles a dos icon and when I double-click it, a black window
quickly opens up, like a dos prompt and then closes and nothing
happens. It seems to do this also when I choose OPEN instead of SAVE
when downloading. Any ideas on what is wrong and how to fix it?

That fooled me for a while, but in a different context. In the
properties window remove the read-only attribute.
