Problem: XP + SP2 + IE = Slow first connection to any new site.

I have upgraded my machine to XP SP2 and now have this problem.
Whenever I first connect to a web site to view a page, there is a 3-10
second delay before the page is shown. Here are some details:

- It only happens the first time I connect to the site within a
running instance of internet explorer.
- Starting a new instance causes the same delay when going to the same
site.
- I can browse to other pages on the same site without any delay.
- The problem also occurs when changing to a new site (ie from
groups.google.com to news.google.com)
- When first starting a new instance the status bar shows "Finding
Site: ..." during the delay period, when already in a running instance
it shows "Opening Page".
- There is no network traffic coming from IE during or before the
delay. Once the first TCP packet is sent the response is almost
immediate (<200 ms for google). I've used a packet sniffer to ensure
that there isn't anything unexpected happening.
- I can follow a link by choosing "Open in a new browser" from a link.
This view can visit all the previously seen sites in the original
browser without delay.
- If I leave the browser untouched for a long enough period of time
(5-15 minutes?) the delay problems return for all sites that were seen
by that browser.
- Sites that are served from within my company's network do not have
the delay problem. When connecting from home - through only DLink's
firewall - I do have the same delay problems to public sites. I have
not attempted to access company sites as my VPN seems to have been
hosed by SP2 as well (I uninstalled it compeletely to ensure this
wasn't the issue).

Some things that I have ensured/details:

- I have disabled the windows firewall
- I am running only Norton anti-virus
- I do not have "automatically detect settings" chossen in connections
- I have disabled all of the various options in advanced, such as
checking for certificates, enable 3rd party extensions, etc.
- I have made sure IE is clean - SpyBot S&D reports only cookies and
DSO, HijackThis only reports well known agents.
- I have turned on and off popup blocking.
- I have turned security settings down to low to try it - no change.
- I have purged cached content, including offline files.
- I set the "Check for newer versions of stored pages" to never - no
change.

This is obviously an IE specific problem because other web requests
(FireFox, nslookup, etc) are all immediately executed.

I've seen some other postings around the net seeming to describe the
same problem, but no solutions. Any help anyone can offer would be
much appreciated. I have not yet uninstalled SP2. I realize this might
solve my problem but I would like to avoid this if at all possible.
