Problem with Tools: Organize

In Outlook 2002, the Tools Organize rules creator has stopped working for me.
When I click on Create, and answer the 'run now" question either yes or no I
get an error message: "This rule cannot be created. Check your folder
permisions."

Organize used to work for me and I don't know hat I have changed.

I can create and execute rules using the Rules Wizard manually.

Although I am disappointed that no-one on the group offered to help, I did
finally fix the problem by running the "Detect and Repair" function. I don't
know if resetting the defaults or doing the repair program fixed. Of course
resetting the defaults left me a lot of work to get the program back to the
way I wanted it.
