Problem with TCP Port 389 LDAP

I have problem with my domain,I have 3 server 2 of then
has AD and one of them has exchange server 2000 and
does'nt have AD, Exchange server has also RRAS for
connecting 2 other servers. I have 2 sites in AD and
Select IP for transport between sites because of DSL
bandweith. After a while I found a problem on one of the
AD server, when I try to connect another server from
active directory users and computers I see a error
message "cannot connect domain controller" I try to find
problem and find when I used the portqry.exe to query port
389 TCP and answer fail to query but port 389 UDP work
fine.
on other AD server I have no problem I can query both UDP
and TCP 389 and I can connect to another AD server from
active directory users and computers.
Please help me.

Load the support tools from your install disk and run netdiag and dcdiag and
see what type of errors (If any) you are getting, make sure you set the
verbose flag. Also double-check your dns on the failing server to make sure
you have things set up correctly.
