Problem with task scheduler

Some time ago, at least 1 year, my Windows Task Scheduler stopped
working. I first noticed it because it no longer ran a little QBasic
program I had written that changed my email signature file. Other
than that, it hasn't been a problem.

However, about 2-3 months ago I wanted to update my virus checker more
often. That's when I realized that the Norton Automatic LiveUpdate
feature is not working. There are no error messages, it's just that
every time I enable the Auto LiveUpdate feature, the next time I check
it has been disabled.

While trying to trouble shoot that, I learned that the LiveUpdate
depends on the Microsoft Windows 2000 Task Scheduler. Norton suggests
a simple test, creating a new scheduled taskL

But when I followed these steps, there are a couple of problems:

1. Start, Programs Accessories, System Tools, Scheduled Tasks.
2. Double-click "Add Scheduled Task." The Scheduled Task Wizard
appears.

(It takes a long time, over one minute, before the Wizard appears)

3. Click Next. A list of programs appears.
4. Click "Calculator," and then click Next.
5. "When I log on" and then click Next.
6. Click Finish

This produces an error:

"The new task has been created, but may not run because the account
information could not be set.
The specific error is:
0x80041315: The Task Scheduler Service is not running".

Then, I get another version of the same message:
General page initialization failed.
The specific error is:
0x80041315: The Task Scheduler Service is not running

The "Calculator" task is shown in the Scheduled Tasks window, but so
was the Norton LiveUpdate and my old signature rotator and neither of
them works.

I then went to:
Start, Programs, Administrative Tools, Services.

Task Scheduler is shown as Automatic but not Started.

When I double click it opens the Properties window. When I click on
Start, I see this message:

Could not start the Task Scheduler service on Local Computer
Error 1717: The interface is unknown.

So now I'm stuck. What to do next? Is it time for a reinstallation
of Windows? What else can I try?

This computer was purchased in January 2001, and I have never
reinstalled Windows.

All security updates have been installed.
I have installed Service Pack # 2 (which might have been when the
problem started) and # 3, but not # 4.

The only other problems with the computer have been that it is often
very slow (more than 10 seconds) to open most files, especially in
Word and Excel, but even text files take several seconds to open in
NotePad. Also, when I tried to upgrade to IE 6, there was a bug that
caused a shift in the "focus" -- when I clicked on a link in one
window, it would shift to another window to open the new page. It
made IE almost useless so I went back to 5.5.
