PROBLEM WITH SEND/RECEIVE

My Outlook 2003 is acting crazy.
First of all, when I click on send/receive, nothing happens, but it seems to
send and receive every 10 minutes on schedule.
Secondly, I CAN get it to send by clicking on Tools, Send/Receive, Send All,
but I can't tigger an immediate Receive.
Thirdly, when I click on Tools, Send/Receive, Send/Receive Settings, Define
Send/Receive groups, NOTHING HAPPENS.
I'd appreciate any suggestions.
