Problem with Hypertexl Links in Microsoft Front Page 2000

My problem is my hypertextlinks are not working correctly on Microsoft Front
Page. What I am doing is. 1. Going in my Index.htm file. 2. Highlighting a
line I want Hyperlink. 3. Clicking Insert Hyperlink. 4. Then a box comes up
and asks what URL it goes to. 4. I type the Url in. Which is a page I
created and saved already. 5.Then I click File, Save. 5. Then I click File,
Publish Web 6. Then I click Go to Website. 7. Then I go to each link and I
get this 404 error code. So I am confused on what I am doing wrong, If
someone could give me some advice to correct this error , I would appreciate
