Problem with exe files

I feel that this problem was started by installing AVG antivirus program.
I usually download the updated programs (mainly in exe form) from website..
After updating, those files are saved on my hard drive (in case for
re-formatting hard disk).

Now, when I tried to install/update program by clicking those exe files,
I am getting an error: Error executing program!
Almost all exe files saved on my hard drive prompted the same errors.
I believe that those are not corrupted but inactive form probably by AVG
program.
Is there anyway to revive those inactive exe files?

More likely, the cause of blocking the execution of *.exe files is
due to the use of Outlook Express. AFAIK, AVG only scans files and
quarantines those that have virus signatures embedded into them. But
Outlook Express, I believe, has the option to block the opening of
executable files as a means of deterring the installation of malware
but will save such files. This process is "normal" for almost all
other mail/newsgroup POP3 applications.

Outlook Express will not block attachments already downloaded to the
computer. Only those in emails, unless you uncheck the feature.

I feel that there is a misunderstanding on this issue.
My problem has nothing to do with OE.
What I meant is that all exe files (they are mainly updated version) saved
in HD become inactive.
Question is how to make them re-vive.

Some suggestions:
-If the problem was with the association of .EXE then you would have
trouble running *any* program with that file extension. It wouldn't be
limited to downloaded .EXE files only. Just in case it is the association,
get the .EXE fix from MVP Doug Knox. Running this REG file will restore the
default registry entries for EXE files in an XP registry.

If this is limited to downloaded files only... do you use a download
accelerator? If yes, disable it and try downloading one of the botched
files to see if you have better luck.

Another possible: Disable virus scanning of files that are actively
downloaded while acquiring updates. Save them to disk. Then scan them
manually before using. This is not as common as it once was - antivirus
programs interfering with "good" downloads but, in your case, may be worth
a shot.

I will follow your instruction. Interestingly, exe in Program Files are ALL
alright.
Those freshly downloaded in C:\Downloads and ALL exe files stored in
D:\programs folder are inactive.

If it isn't a download problem, maybe an ownership issue (you will see "no
access" message if this is the case): Open Help and Support and type "take
ownership" or just "ownership" into its search. Follow the on screen
directions.

Also think about possible hardware problems with the hard drive or the RAM.
Since already installed programs are fine and newer downloads and updated
programs are troublesome, perhaps what you're seeing is a side symptom of a
hardware problem.

You can test both RAM and hard drive health with utilities. There are many
tools available for this so some suggestions:
-For hard drives, the drive manufacturer will have a utility available.
-For RAM, search Microsoft Downloads for memdiag

Of course these have to be downloaded so if you can't get a good working
copy on the troubled PC, download using a PC that is not having trouble and
then transfer the files to the target PC.
