problem with enabling ipsec on windows xp

I am setting up ipsec experimentally on my network. I
have created two secure groups in AD, one for servers
(default server ipsec policy - request but no require),
and one for clients (default clients ipsec policy -
accept). I placed one server in secure server OU and one
client in secure client OU. When I run Ipsecmon.exe on
both server and client computer (windows xp), server
shows that ipsec is enabled, while client workstation
shoes that ipsec is not enabled. I also rebooted the xp
workstation, but nothing changed. What am I doing wrong.
I did everything Microsoft documentation is telling me to
do. Is there any other settings that has to be enabled on
the client computer other than placing it in the OU that
has secure ipsec client policy enabled.

Ipsecmon.exe won't work on the client computer. You have to use the new
IPSec Monitor snap-in for MMC. If you did do that and it still shows IPSec
isn't enabled, then see if the service is started.

Microsoft's IPSec implementation can't coexist with 3rd party IPSec
implementations.

The IPSec Monitor snap-in can be run like this:
Start->run->MMC will bring up MMC
Choose Add/Remove Snap-in from the File menu and add the IPSec Monitor
snap-in. The Monitor will show you that the IPSec connection is up and being
used on the client.
