Problem with Belkin USB Hub

My 2 XP machines do not recognize a Belkin powered USB Hub after booting.
They recognize it only after I unplug and re-plug it. Once my machines
recognize the hub, I have zero issues with it.

So, is it the hub or my XP setting that causes this?

Usually, you need to install updated motherboard chipset drviers and any USB
filter drivers. You should also check, in Device Manager, to see if the USB
port(s) are not set to Allow Windows to power these off.
