Problem with 2nd DHCP server

Have you check the way you set up your scopes? Looks like
both DHCP servers are on the same network so I am assuming
that they are for load balancing / redundancy ...

Something like this may help ...
Split the scope as you require (1/2 or 1/3) set up two
scopes on each DHCP server, activate the first scope on
the first server and the second scope on the second
server. Leave the other scopes deactivated ...

I would suggest that you need to check your scopes and
your netmask on your clients

you probably have a netmask of 255.255.0.0 looking at
your first scope

BOTH scopes need to be in the range of your servers if
they are all on the same network and no routers are
involved.

OR Why not do this?

1st DHCP
Scope 1 172.20.1.xxx - 172.20.115.xxx
Scope 2 172.20.116.xxx - 172.20.254.xxx (Inactive)

2nd DHCP
Scope 1 172.20.116.xxx - 172.20.254.xxx
Scope 2 172.20.1.xxx - 172.20.115.xxx (Inactive)

This will give you the load balancing you seek, make sure
that your netmask is set to 255.255.0.0 for this to work
or some of your PCs wont be able to talk, unless you have
configured your router correctly.
