problem w/ control panel

After I updated w/ SP2, I keep getting a message about "an error occured
while windows was working with control panel file
windows\system32\netsetup.cpl

Disable IPmon32.exe, it's causing the netsetup.cpl errors.

Filename IPMon32.exe is a part of IPInsight program, which seems to be
useful, but besides doing its real job, it may send your personal data to
its server. IP Insight is a Quality of Service and /or diagnostic package -
but it's not used by VOL at this time - there's no back-end companion for
tech support or NOC to use to access it...

IPMon32.exe is not necessary at all. It's a diagnostic tool that Verizon
techs can use to troubleshoot connection problems on your line.
