There's no way to give you a definitive answer from the information you
provided. You could have simple file corruption or some of your
hardware could have been damaged. Or both. Start by trying to get into
Safe Mode. If you can, make a new user account and then see if you can
log into it. If you can, then probably the hardware is fine and you can
just copy over the files from your original account and then delete the
corrupted account. If you can't get the computer to start in Safe Mode
or Last Known Good Configuration, I'd do some hardware testing before
reinstalling Windows. There isn't any point installing an operating
system onto bad hardware. Definitely open the computer - while it is
unplugged - and sniff inside. Yes, I know that sounds funny but you are
sniffing for a burnt odor. If you smell something burnt, it is a good
bet that one or more components were fried and will need to be
replaced.
If you are uncomfortable doing hardware diagnosis, then take the machine
to a good local repair shop (not a BestBuy or CompUSA type of store)
and have them fix it for you.
