Problem importing .pst file created in Outlook XP to Outlook 2000

When importing a .pst archive file created on Outlook XP to Outlook 2000, I
receive the following message: "Properties for this information service must
be defined prior to use." Then when OK is clicked another message stating
that "File access denied. You do not have the permission required to access
the file D:\temp\archive.pst "

I am following standard importing instructions but am wondering if there is
something that I am missing along the way?

1. NEVER import a .pst file. Use File->Open from Outlook's main window.
2. Copy the file from CD to the hard drive and remove the read=only check
mark.

the (insert latest virus name here) virus, all mail sent to my personal
