Problem creating User account

As the computer administrator on my PC, I created a new limited User account.
However, when I tried to open up this new account, I got a small window
saying Personal Settings. Setting up Internet settings. (Or words to that
effect.) An hourglass appeared. This continued for about 5 minutes with no
change. I then rebooted the PC and tried to open the new account again, with
the same result.

Can someone explain why the new account will not set up properly? Thank you.

Temporarily give the new account Admin privileges, log using the new account
at let it do it thing.
Then log off and set the account back to Limited, does the problem still
occur?

I created a new account with admin priviledges. I then opened the account
and the same thing happened. A window opened up that said "Setting up
personalized settings: Internet Explorer." I waited about 5 minutes and
nothing else happened. I don't recall seeing this kind of message when I
created a user account about 2 years ago.

No, I have never installed SP3. I have SP2 and those updates that come out
weekly installed that I need. I can't think of anything that I installed
recently that would cause this problem.

First check to verify that you didn't somehow enable
'Roaming Profile' for the new account.

You may also want to check the following:
Start/Control Panel/Network Connections,
In the Menu bar click on 'Advanced',
then in the drop down list select the 'Advanced settings' option.

In the "Adapters and Bindings' tab, the ordering should be:
Local Area Connection (at the top of the list) followed by:
Remote Access connections

Here is some more info.

1. I did not create a Roaming Profile.
2. The ordering under Adapters and Binding is as you specify them.

I tried creating the new user profile three separate times. When I go under
My Computer, Properties, Advanced, User Profiles, the three profiles are
shown there but I can't delete them (the delete button is greyed out.) Under
Profile Name for these three profiles, it says Account Unknown.

This was about all I could find, it applies to XP Home users and covers an
available hotfix that you download and install.
(I assume you are running with XP SP2)
If the KB article below applies to you, then before you install the hotfix
create a new Restore Point first, then apply the hotfix.
