Problem about the format of USB hard disk

The famat of the XPe system hard disk is NTFS. After I put a USB hard disk which format is FAT, the system can detect it, and I can see it's symbol in My Computer. But when I want to access it by right-clicking the mouse, there are some message appear-- the disk haven't formatted, do you want to format it
Why? The USB hard disk can be accessed by NTFS system, as everyone know. May be I have missed some component. Who can give me some advise? Thanks a lot.

Dear Arlin,

Do you include both NTFS and FAT components?

If no, try to add them.
