printing at home - but domain locked commands

I'm sure this is becoming more of a challange...for both sides.
A neighbor has a company laptop that of course is logged into a domain
at work.
He brings it home, and can't connect to his local network shares,
printers, etc...
The laptop does not show helpful things like :
my computer
add printer
neighborhood / (network places for XP)
"run" command window
and all the other tech stuff :)

What technique can we use to point his laptop
to a shared network printer resource
on another computer at home such as ?
\\Dell2400\hp4p or port \\192.168.1.250\hp4p

Can you make a shortcut pointing to the UNC path? (\\name\share)

Many companies don't want their employees to be networking their work
computers at home (security thing.)
