Printer not useable

Is there a group policy setting that prohibits
installation and use of network printers ?

Scenario:
1) user logged in using cached domain password (ie - not
currently connected to the domain).
2) user is member of local admins on the Win2Kpro system.
3) user/computer has other domain printers installed and
they are useable.
4) installed printer ("rundll32
printui.dll,PrintUIEntry /w /if /b \"MFC9600\" /f
\"C:\USERS\Work\Setup\MFC9600\Win2K\VER100
\USA\BRUSBPRN.INF\" /r \"\\10.1.2.5\mfc9600$\" /m
\"Brother MFC9600/9870 series\" ") sucessfully.
5) Printer is connected:
C:\>net use
New connections will not be remembered.

The command completed successfully.
6) attempt to display printer properties (rundll32
printui.dll,PrintUIEntry /p /n mfc9600) gives pop-up
with "Pinter properties cannot be displayed. The operation
could not be completed".
7) attempt to print a page from IE gives Print dialog with
Print button grayed out (disabled).
8) curiously enough, a printer test page can be printed
(sort of):
"rundll32 printui.dll,PrintUIEntry /k /n mfc9600"
prints a blank page on the network printer (\\10.1.2.5
\mfc9600$). Does this command need a printer test file to
be specified (where is it?) ?
9) the network printer (\\10.1.2.5\mfc9600$) is useable by
other workgroup computers ... so the printer and its local
computer (Win98s) are thought to be Ok.
